Randolph County Courthouse
372 Highway JJ, Huntsville, MO 65259
All offices: 844-277-6555, then the extension
Most offices are open weekdays 8 a.m. to 4 p.m. — note that is an hour earlier than Moberly City Hall closes.

Huntsville is the county seat, so county business happens there rather than in Moberly. Two exceptions worth knowing: the Health Department is in Moberly, and so is the ambulance district.
Start here: the two numbers
Emergency — 911. You can now text it. Text2911 went live July 16, 2026. Dispatchers can text back, and it translates more than a hundred languages. It exists mainly for deaf, hard-of-hearing and speech-disabled residents, and for anyone who cannot safely speak. A voice call is still faster when you can make one.
Non-emergency — 660-263-0346. One number now reaches dispatch for every emergency agency in Randolph County. Controlled burns, animal complaints, something that happened yesterday, following up with an officer, requesting a copy of a report.
If you are calling about a controlled burn, have ready your name, the address where you are burning, what and how much, and a callback number that works while you are outside. Call again when the burn is out.
Who answers 911 here
Moberly Joint Communications, inside the Moberly Police Department building, staffed around the clock by eight operators. The county contracts with the city for this; there is no separate county 911 department. Director: Shelby Creed.
Consolidation finished recently and in stages. The center took over fire dispatch for all five county fire districts in November 2025, launched Text2911 in July 2026, and on July 20, 2026 took over ambulance dispatch — which removed the call transfer that used to sit between a 911 call and an ambulance.
It now dispatches for Moberly police, the Sheriff’s Office, the ambulance district, and the Westran, Eastern, Northeast, Higbee and Southeastern fire protection districts.
Two old numbers are dead. The ambulance district’s former dispatch lines, 660-263-2266 and 660-263-2222, were disconnected after the July changeover. If you have either written down somewhere, replace it with 911 or 660-263-0346.
County Commission
Suite 2C · ext. 340 · agendas and minutes
The county’s governing body. It meets every Tuesday and Wednesday at 9 a.m. at the courthouse — twice a week, which is more often than most county commissions in Missouri. Meetings are open. To get on the agenda, contact a commissioner at least two days ahead.
Unusually, all three commissioners publish a cell number.
Sid Conklin — Presiding Commissioner · 573-690-4753 · sid.conklin@randolphcounty-mo.gov
Jason Lowry — Eastern District · 660-353-1851 · jason.lowry@randolphcounty-mo.gov
Austin Kyser — Western District · 660-353-1022 · austin.kyser@randolphcounty-mo.gov
Stacey Roth — Commission Clerk · stacey.roth@randolphcounty-mo.gov
Paying taxes
Collector of Revenue — Michelle Lee
Suite 1G · ext. 310 · fax 844-342-1454 · mlee@randolphcounty-mo.gov · 8 a.m. to 4 p.m.
Chief Deputy Monica Jones · Deputy Katy Payne
Pay online: randolphpay.clearbasinsystems.com. Also in person at Suite 1G, by mail, in the external drop box, or at the drive-up window.
The dates that matter. Personal property is assessed on what you owned January 1. Bills go out in November and are due by December 31. The postmark counts — mail it December 29 and it is on time even if the office opens it January 2.
You owe the tax even if you sold the vehicle or moved away, and you cannot renew license plates without a paid receipt. If no bill has arrived by mid-December, call ext. 310. Not receiving a bill does not excuse the payment.
Seniors: Randolph County runs a property tax credit that freezes your real estate tax at a base year. You must be 62 or older, own your home and be current on county taxes. Renewals are open April 1 through June 30 each year, and the form has to be signed in front of Collector staff — you cannot mail it in cold. Bring proof of residency, age and ownership.
Business owners: a merchant’s license is $25 and you need one for each location in the county, including temporary and transient operations. Registered motor vehicle dealers, physicians, dentists and veterinarians dispensing from their practice, and farmers selling their own produce from the farm are exempt. A city license may also be required inside city limits.
Delinquent tax sale: the fourth Monday in August, at the Collector’s office. Bidders must pre-register, show ID, sign an affidavit that they are not themselves delinquent, and be physically present. Payment is due immediately; failing to pay a winning bid carries a 25 percent penalty plus a prosecutor’s fee. Owners have roughly a year to redeem.
Assessor — J. Kevin Stone
Suite 1F · ext. 300 · kevin.stone@randolphcounty-mo.gov · 8 a.m. to 4 p.m.
The declaration deadline is March 1. Personal property declarations are due then to avoid a penalty, and if you owned anything as of January 1 and no list arrived, it is on you to call. That date is published on the assessment portal but not on the county’s own assessor page, which is how people miss it.
Real estate values are certified to the County Clerk by July 1. Until then the online figures are last year’s.
Real property search · Personal property search and tax estimator · GIS mapping · Tax maps · FEMA flood maps
The county publishes nothing about appealing an assessment — no Board of Equalization dates, no informal review process. If you intend to appeal, call the office and ask.
Records, deeds and licenses
Recorder of Deeds — Mark Price
Suite 1H · ext. 330 · mark.price@randolphcounty-mo.gov · 8 a.m. to 4 p.m.
Clerks: Denise Crutchfield, Rendi Boyd
Online records search. E-recording is available.
Marriage licenses. Both people must come in together. Bring photo ID and know your Social Security numbers. Both must be 18 or older, and you cannot be related through first cousins. $53, cash or card only, plus $2 if you pay by card. Certified copies are $9, free for military.
The timing trips people up: the license must be used within 30 days, and the completed license must be returned to the Recorder within 15 days of the ceremony. If someone cannot appear because of military service, disability or incarceration, there is an affidavit option.
Recording fees: $26 for the first page of a standard real estate document, $3 each additional page. A non-standard document is $51. Plats run $46 to $71 depending on size. Copies $1 a page, certification $1. Card payments add 2.59 percent, minimum $2.
County Clerk — Terri Maddox
Suite 2B · ext. 320 · terri.maddox@randolphcounty-mo.gov · 8 a.m. to 4 p.m., closed weekends and holidays
Elections run through a separate site: randolphcountyclerkmo.com
The Clerk keeps Commission records, runs elections and voter registration, handles county payroll and insurance, and issues liquor licenses and fuel tax refunds.
Registering to vote. Online at the Secretary of State, or in person at the Clerk’s office, a license office, the Randolph County Health Department, the Division of Family Services or the library.
Absentee voting. Applications open six weeks before an election. Mailed or faxed applications must arrive by 5 p.m. the second Wednesday before the election. In-person absentee runs until 5 p.m. the day before. There are six statutory reasons; a relative within the second degree can apply for you. Absentee staff: Lanee.vogan@randolphcounty-mo.gov, Suzanna.doll@randolphcounty-mo.gov.
The county has 15 polling places, listed with addresses on the Clerk’s elections site along with sample ballots, precinct maps and results. Registration deadlines shift with each election — call rather than trusting a printed date.
Birth and death certificates
Not at the courthouse. These come from the Randolph County Health Department in Moberly, 1319 E. Hwy 24 Suite A, 660-263-6643 ext. 201, 8 a.m. to 4:45 p.m.
Birth certificates $15, for Missouri births 1920 to present. Death certificates $14 for the first copy and $11 for each additional one bought at the same time, 1980 to present. Older records come from Jefferson City. Bring one photo ID, or two documents showing your name.
Sheriff’s Office — Sheriff Andy Boggs
372 Highway JJ, Huntsville · ext. 107 · non-emergency dispatch 660-263-0346 · emergency 911
randolphcountysheriffmo.com · Facebook
Command: Sheriff Andy Boggs · Chief Deputy Joe Harrison · Captain Jason Ward. Investigations is led by Detective Sergeant Nate West, with Detective Cpl. Michaela Mathis and Detective Zach Baker. The office publishes its full roster — patrol, court services, investigations and the jail.
To leave a tip: email nathan.west@randolphcounty-mo.gov or call 844-277-6555.
Sex offender registry: the county does not host one. Search the Missouri State Highway Patrol registry.
Other agencies the Sheriff lists: Missouri State Highway Patrol Troop B, 660-385-2132 · Moberly Police, 660-263-0346 · FBI, 270-926-3441.
The jail
Jail Administrator: Aleix Fry, with two shift supervisors, twelve corrections officers, a nurse and a transport officer.
Current inmate roster — opens in a browser; it will not load properly on some phones.
Be warned: the county publishes nothing online about visitation hours, inmate accounts or commissary, bonding, mail rules, or a direct phone number for the jail. If you are trying to visit someone or post a bond, you will have to call. Start with 660-263-0346. Concealed carry permits and civil process are likewise undocumented, though the Sheriff is the issuing authority for both.
Road & Bridge — Mike Rogers
ext. 198 · cell 660-651-1384 · fax 660-277-4845 · road.bridge@randolphcounty-mo.gov
Open 7 a.m. to 3:30 p.m. — earlier than every other county office.
The department maintains about 491 miles of road and more than 100 bridges in unincorporated Randolph County, from a main barn in Huntsville plus satellite barns at Cairo, Renick, Thomas Hill and Higbee, each with its own graders.
The part that confuses everyone: the Moberly Special Road District covers an eight-mile-by-eight-mile area around Moberly and answers to its own separate commission. County commissioners have no authority over those roads. If your road is in that square, call 660-263-5494, not the county.
More on which agency owns which pavement in our Roads Report.
Courts
Circuit Clerk — Michelle Chapman
Suite 1A · ext. 400 · michelle.chapman@courts.mo.gov · 8 a.m. to 4:30 p.m., half an hour later than most county offices.
Handles filing for civil lawsuits, criminal cases from traffic tickets to felonies, juvenile and adoption, probate, orders of protection, divorce and paternity, jury trials, and collection of fines, court costs and restitution.
Presiding Circuit Judge Scott Hayes — Suite 1C · ext. 262 · 8 a.m. to 5 p.m.
Associate Circuit Judge James Cooksey — Suite 1D · ext. 400 · 8 a.m. to 4:30 p.m.
The county publishes no case lookup link, no jury duty instructions, no court calendar and no filing fee schedule. Missouri case records are searchable statewide through Case.net; for jury duty questions, call the Circuit Clerk.
Prosecuting Attorney — Stephanie Luntsford
Suite 1G · ext. 600 · 8 a.m. to 4 p.m.
The office publishes no information about a bad check program, victim services or child support enforcement. Missouri prosecutors commonly run the first two; whether this one does is not stated, so ask.
Coroner — Charlie Peel
Suite 2G · ext. 238 · charlie.peel@randolphcounty-mo.gov · 8 a.m. to 4 p.m.
The county runs an online Notification of Death form for hospices and care facilities, required under state law. It emails straight to the Coroner and is not stored on the website.
Public Administrator — Mary Jo Colley
Suite 1E · ext. 510 · cell 660-651-9049 · fax 660-263-1296 · maryjo.colley@randolphcounty-mo.gov · 8 a.m. to 4 p.m.
An elected office most people have never needed and some will. The Public Administrator serves as court-appointed guardian or conservator for people the Probate Court finds incapacitated or disabled — responsible for their care as guardian, and for managing their property, income and estate as conservator. Also serves as personal representative of estates when the court appoints one.
Treasurer — Kyle Mayo
Suite 2D · ext. 239 · fax 844-342-1454 · kyle.mayo@randolphcounty-mo.gov
Receives, disburses and invests county funds. No resident-facing services — you pay taxes to the Collector, not here.
Emergency management
Emergency Management Director — David G. Gaines
Direct line 660-676-4101 · EMD@randolphcounty-mo.gov
Civic Ready is the county’s alert system — free, county-wide, by text, phone call or email. It is the one thing the county promotes on every page of its site, and it is the fastest official channel there is. Sign up once.
The county publishes no storm shelter locations.
Local Emergency Planning Committee — c/o County Clerk, Suite 2B · ext. 320 · lepc@randolphcounty-mo.gov
Chemical spill line: 660-263-8705. Chairman Charlie Peel, Vice Chair Lisa Caldwell, Secretary Sharon Whisenand. Meets quarterly, the fourth Thursday.
Ambulance
Randolph County Ambulance District
1366 E. Highway 24, Moberly, MO 65270 · non-emergency 660-263-2267 · emergency 911
rcamb.org
An independent taxing district with an elected board, not a county department — which is why it appears nowhere on the county’s website. Advanced life support, EMTs and paramedics, serving the whole county. Board meeting information is on its site.
