This is the whole city in one page. Every department, every person, every extension, every email the city publishes, every board, and every number that is not the main line. If you are looking for something to do with the City of Moberly, it is below — and if it isn’t, tell us and we will add it.
Moberly City Hall

City Council
Five members, all elected at-large to three-year terms. There are no wards, so every member answers to the whole city. After each April election the council picks one of its own as Mayor and another as Mayor Pro Tem, for one year. Terms are staggered: two seats one year, two the next, one the third.
Brandon L. Lucas — Mayor. Elected 2025.
Chuck McKeown — Mayor Pro Tem. Elected 2024.
Sarah Barfield Graff — Councilwoman. Elected 2024.
Mike Skubic — Councilman. Elected 2025.
Brian Katcher — Councilman. Elected April 2026.
No individual emails or direct lines are published for council members. All five route through ext. 2062, and the council page carries one email link for the body as a whole.
Agendas, packets and minutes: the city’s Agenda Center. We post meeting video and study sessions in Council Meetings and file the documents in Council Agendas & Reports.

Boards and commissions
The city’s Boards & Commissions page lists fourteen bodies. All of them post agendas and minutes to the Agenda Center, and applications to serve go through a single application form.
Appointments through ext. 2038: Planning & Zoning Commission, Board of Adjustment, Electrical Board, Board of Plumbing Examiners, Airport Advisory Committee.
Appointments through ext. 2062: Fire Prevention Board of Appeals, Historic Preservation Committee, Moberly Tourism Advisory Council, Moberly Industrial Development Authority, Moberly Public Building Corporation, Moberly Rehabilitation & Citizen Advisory Board.
Parks & Recreation Board — ext. 2040. Meets 6 p.m. on the third Tuesday of each month, at 204 N. Clark Street. Nine members, three-year terms from June 1.
Two bodies sit outside City Hall entirely:
Moberly Housing Authority — 205 Farror Street · 660-263-2287
Moberly Special Road District — 1391 County Road 2310 · 660-263-5494
The Historic Preservation Committee, created by ordinance in October 2003, also maintains a historic map of Moberly and downtown preservation guidelines.
There is no municipal court
Moberly abolished its municipal court in 2017. Every city ordinance violation — tickets, dog at large, nuisance property — is heard at the Randolph County Courthouse in Huntsville. The address and phone number still listed for a “Moberly Municipal Court” on directory sites have been dead for eight years.
Full explanation, the ordinance that did it, the court costs and who to call: Moberly has no municipal court.

How to get city notices the moment they go out
The city publishes News Flash for general announcements and Alert Center for time-sensitive notices — water outages, street closures, boil advisories, office closures. Sign up directly at the city’s CivicReady sign-up to get them by text or email.
Both feed this site automatically. Anything the city posts to Alert Center appears in our Alerts box, usually within half an hour.
What the city does not handle
Property tax, the Sheriff, the jail, county roads, recording deeds, marriage licences, the courthouse — all Randolph County, in Huntsville, not City Hall. See our Randolph County directory.
Electricity and natural gas — Ameren Missouri.
State highways through town — MoDOT. See Roads Report.
Schools — an independent district. See Moberly School District.
Public health, inspections, vaccinations — see Randolph County Health Department.
