Roads in Randolph County: whose road is it, and who to call

Four different agencies maintain roads in Randolph County. Calling the wrong one is the commonest reason a pothole never gets fixed.

Whose road is it

US 24, US 63, Route 3 and every lettered route — JJ, Y, A, DD, EE — belong to MoDOT. 1-888-275-6636.

Streets inside Moberly city limits — Moberly Public Works, 660-269-9451.

Roads in the eight-mile-square area around Moberly — the Moberly Special Road District, 660-263-5494. This is a separate taxing body, and the county’s own page states plainly that county commissioners have no authority over its roads.

Every other unincorporated county road — Randolph County Road & Bridge, 844-277-6555 ext. 198, or road.bridge@randolphcounty-mo.gov. About 491 miles and over 100 bridges.

Streets inside Huntsville, Cairo, Clark, Clifton Hill, Higbee, Jacksonville or Renick belong to those towns.

Checking the roads before you drive

Two MoDOT tools, and they are good ones.

The Traveler Information Map — closures, expected and possible delays, bypass routes, live traffic speed, cameras, message boards, work zones, flooding, winter weather closures and animated weather radar.

The winter colour codes are worth learning: Closed, Covered, Partly Covered, Mostly Clear, Clear. That is the fastest way to know whether 63 is worth attempting at 6 a.m.

The Traveler Information Report is the better tool if you just want to know what is happening in Randolph County today. It is a plain table, filterable by county, split into traffic impacts — crashes, stalled vehicles, planned events — work zones with closures, and work zones with delays. Each entry gives the road, the exact location, the reason and the schedule.

MoDOT also runs email and text alerts you can subscribe to.

MoDOT Northeast District

1711 S. Highway 61, Hannibal · 573-248-2490
Statewide customer service: 1-888-ASK-MODOT (1-888-275-6636)
Report a road concern by email: necr@modot.mo.gov

The district covers 9,790 lane miles and 1,097 bridges.

District Engineer is Kevin James. The nearest senior contact to Moberly is Assistant District Engineer Keith Killen on 660-385-8222, in Macon. Area engineer Amy Crawford carries a Randolph-area number, 660-651-1955.

What is being built in 2026

Business Route 63 in Moberly, Burkhart to Carpenter Street — widening to add a centre turn lane. This is a cost-share project administered by the City of Moberly, not run by MoDOT, so city questions go to City Hall.

Business Route 63, Carpenter Street to Route A — resurfacing.

Route Y — seal coat, from Route 63 near Excello across to Route J in Randolph County.

All scheduled for completion in 2026.

Moberly Public Works

2300 N. Morley Street · 660-269-9451 · weekdays 7 a.m. to 3:30 p.m. — earlier than City Hall, so a 4 p.m. call will not reach them.

Director Tom Sanders. Street Superintendent Tim Grimsley, 660-353-8003. The Street Barn and yard waste line is 660-269-7638.

The department also runs Oakland Cemetery and the Omar N. Bradley airport.

Routine street work covers asphalt and concrete repair, pavement milling and crack sealing, kerbs, driveway culverts installed and cleaned, rocking gravel streets and alleys, sign replacement, cleaning storm drains, removing substandard sidewalks for owners to replace, grinding brush for mulch, cutting rights of way, litter pickup — and snow.

Snow

Plowing, salt and sand are all handled by Public Works. But the city does not publish a snow removal policy or a list of priority routes anywhere — we looked. So we are not going to invent one.

What you can do: sign up for CivicReady alerts at the city’s page or text your ZIP to 38276, watch the city news feed, and use MoDOT’s map for the state routes.

Street sweeping

Runs all year on a schedule the city does not publish. Some numbers that give a sense of the scale: the sweeper cost nearly $200,000 in 2014, and in one recent year it ran 603 hours and collected about 1,572 cubic yards of material.

The city frames it as flood protection, not tidiness — litter in the street blocks the storm drains, and blocked drains flood streets.

Two city programmes worth knowing

My Maintenance Program

Moberly is divided into ten zones, and a member of the city maintenance crew is assigned to each one and drives it once a month.

They pull weeds in the right of way, remove graffiti and fix broken signs. Bigger jobs go on a work log. You can report something in your zone directly from the programme’s page, and the zone maps are published there.

Hardly anyone uses it. If the sign on your corner has been bent for a year, this is the route.

Adopt-A-Spot

Open to organisations, on a three-year maintenance agreement. The city puts up a sign recognising you at the site, provides free mulch, and reimburses you in cash for plants against receipts.

Four spots, all on the Morley and Rollins corridor:
Area 1, N. Morley between Sam’s Health Mart and Pizza Works — up to $500
Area 2, south of Coates before the underpass — up to $1,000
Area 3, Morley south of the underpass between Coates and Rollins — up to $500
Area 4, Morley between Rollins and Burkhart — up to $250

You keep it weeded and free of rubbish. For a service club looking for a visible project, that is a thousand dollars of plants on the table.

Reporting a problem — the short list

A city street — "Report a Concern" on the city website, or 660-269-9451
A state route — 1-888-275-6636 or necr@modot.mo.gov
A county road — road.bridge@randolphcounty-mo.gov or 844-277-6555 ext. 198, or call your district commissioner: Jason Lowry in the east, Austin Kyser in the west. Their mobile numbers are in our county commission guide
Within eight miles of Moberly, outside the city — Moberly Special Road District, 660-263-5494

Culverts and driveways

Inside the city, Public Works installs and cleans driveway culverts — 660-269-9451.

On a county road, the policy document that would tell you the process and the fee is a broken link on the county’s own website. You have to phone Road & Bridge. Details in our county roads guide.

From MoDOT’s Northeast District pages and 2026 construction guide, the City of Moberly and Randolph County’s own published pages, September 2026. Where a policy is unpublished we have said so rather than guessing.
