Utilities in Moberly: rates, deadlines, trash, and the discount nobody claims

The city sells you water and sewer. Nothing else. Electricity and natural gas are Ameren Missouri. Trash is Waste Management, billed on your city bill. Knowing which is which saves an hour on the phone.

Water Billing & Collections — 101 West Reed Street · 660-263-4420 · fax 660-269-8171 · water@cityofmoberly.com · lobby window weekdays 8 a.m. to 5 p.m.

The dates that matter every month

The billing cycle runs the 27th to the 26th.

Due on the 17th, by 5 p.m.
On the 18th a 20 percent penalty is added.
Not paid in full by the 23rd at 5 p.m. and the water is shut off.

Door tags go out in the week after the deadline. Courtesy calls are attempted but not guaranteed.

One decent piece of policy worth knowing: disconnections are done Monday to Thursday only — never Friday, a weekend or a holiday — specifically so nobody is left without water over a long weekend.

Reconnection happens weekdays 8 a.m. to 4:30 p.m. Pay at or after 4:30 and you wait until the next business day.

What it costs

Rates effective July 1, 2026.

Per 100 gallons, inside the city: water $0.8507, sewer $1.2552 — $2.1059 together.
Contiguous to the city: $2.6288 and $3.8784 — $6.5072.
Non-contiguous: $1.7525 and $2.5856 — $4.3381.

Monthly base fee on the standard 5/8 or 3/4 inch meter: $20.55 inside the city ($9.73 water, $10.82 sewer), $41.10 outside. A one-inch meter is $27.04 inside, $54.08 outside; a two-inch, $55.16 and $110.31.

The average Moberly household uses about 2,742 gallons a month.

Why it went up. The city ran a rate study in autumn 2024 and concluded the rates would not cover ten years of infrastructure. Council passed a 5 percent across-the-board increase on May 19, 2025, pegged to inflation — rates had not moved since July 2023. On average use, that added about $3.62 a month.

Tap fees: 5/8 inch water tap $300, 1 inch $400, 2 inch $600, and $150 for a sewer tap at any size.

Turning water on at a new address

An occupancy inspection is required before the city will turn water on. Not after. Before. This is the single thing that catches people moving to Moberly.

$45 for a single-family home. Re-inspection $25. Book it through the Utilities Department at 660-269-8705 ext. 2048, or 660-263-4420. Pay when you schedule.

The property must not be occupied before the inspection is done and the permit issued. There is a temporary service route — 30 days, homeowners only, extendable in 30-day blocks through Code Enforcement.

Deposits

Own the home, inside or outside the city — no deposit.
Renting — $125.
Sewer-only outside the city — $250, owner or renter.

One more trigger: if you go delinquent more than three times in twelve months, the city will require a deposit regardless of whether you own the place.

Paying

Mail, the City Hall walk-up window, the drive-through, an after-hours drop box, credit card by phone on 660-269-7620, or online through Xpress Bill Pay.

Cards cost 3.5 percent, minimum $3. ACH is free. Visa, Mastercard and Discover.

A paper bill in the post costs $2 a month. Switch to paperless in Xpress Bill Pay and that goes away. Over a year that is $24 for an envelope.

Bounced cheque: $20.

The discount nobody claims

25 percent off the monthly water and sewer bill for a year, if you qualify. You have to apply, and you have to reapply every year.

All of these must be true: the utilities are in your name or your spouse’s; you are 65 or older, or permanently and totally disabled; and your household income is at or under the limit.

The income limits, by household size:
1 person — $25,150 · 2 — $28,750 · 3 — $32,350 · 4 — $35,900
5 — $38,800 · 6 — $41,650 · 7 — $44,550 · 8 — $47,400

Bring: ID showing your age; Social Security certification if you are claiming disability; and income documentation — a 1040, a Social Security earnings statement, or bank statements.

The city’s own documents disagree on the monthly cap — the application says a maximum of $10, the fee schedule says up to $13. Ask at 660-263-4420.

One warning, in the city’s own terms: falsifying the application means repaying every discounted bill and permanent disqualification.

If you had a leak, or the bill is wrong

A leak adjustment exists and there is a deadline on it. Tell the Water Office within 30 days, and bring a licensed plumber’s receipt showing what was repaired and what you paid.

The adjustment applies to sewer charges only, where the water demonstrably never reached the sewer — a hose left running, an outside line. They take your average sewer bill over the previous twelve months and credit 50 percent of the usage above that average. One adjustment per twelve months.

Disputing a bill: submit it to the Water Office, which reviews and decides within 10 days. You can appeal in writing within 10 days to the Finance Director or Utilities Director, who decide within another 10.

The important part: while a dispute is live, the city will not disconnect you over the disputed amount. You do have to pay the part you are not disputing.

Think the meter is wrong? Meter testing is available under the city code. Complaints about Water Office staff go to the Finance Director, 660-269-7601.

Trash

Collected by Waste Management, billed on your city water bill. WM customer service: 866-909-4458.

Monthly cart rates:
35 gallon — $14.18
35 gallon, age 65 and over — $11.98
65 gallon — $17.99
95 gallon — $21.24

The first recycling cart is free; extra ones are $5. Additional trash carts are $5 each.

You pick your cart size when the water account is set up, and you can only change it twice a year — requests must be in before January 31 or May 31. If you are on a 95-gallon cart you do not need, that is real money and you have two windows a year to fix it.

Set-out rules

Out by 7 a.m., within 5 feet of the curb, everything in a WM-provided tote, recyclables in the recycling tote. Miss 7 a.m. and you wait for the next scheduled day.

Rubbish scattered by wind, animals or vandals may not be collected — that becomes your problem to clear.

Holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas. Routes slide one day, and Friday customers move to Saturday. If the holiday falls on a weekend, nothing changes.

Special pickups are considered case by case with medical documentation, submitted to Community Development at City Hall.

Big things

One bulk item a week at the curb, on your normal day, out by 7 a.m. — but you must call 866-909-4458 to schedule it. Bulk means over 3 feet in any dimension, over 50 pounds, or too big for an empty tote.

White goods — appliances — are collected twice a year: the third Monday in May and the third Monday in September.

Freon appliances $36.15 each; non-Freon $20.66. Prepaid, and you must contact Waste Management by 2 p.m. on the Friday before.

Before they will take it: empty the food and liquids, have the CFCs evacuated by a certified technician, and take the doors off fridges and freezers. Miss any of that and it stays on your kerb.

The transfer station

101 Martin Lane, Moberly — just north of the prison, south of town. 660-308-0506 or 800-778-7652; Waste Management also lists 660-385-5426.

Hours change seasonally, and this is the part to check. May through August: weekdays 8 a.m. to 3 p.m., Saturday 8 to noon. In March, April, September, October and November it is the first Saturday of the month only, 8 to noon. December through February is not published and appears to be closed.

Moberly residents pay $65.70 a ton, with a $40.93 minimum. Non-residents pay $92.55 a ton plus a waste water management fee and an energy fee, with a minimum of about $170 a load.

Read this before loading a trailer: commercial customers and contractors pay non-resident rates even if the business is in Moberly.

Other charges: an untarped load is $25; a safety vest $4; a hard hat $12 — and both are required on site. Non-Freon appliances $10, Freon $25. Credit card only.

They will not take ordinary household rubbish that could go out in your cart. Also refused: shingles, explosives, batteries of any kind, vehicle parts, major appliances, PCBs, radioactive material, hazardous or infectious waste, whole tires, waste oil, yard waste, medical waste, liquids, dead animals, septic waste and asbestos.

Bringing a bulk item yourself? Photo ID and your most recent water bill. Shingles go to Maple Hill Landfill, Macon, 660-855-1293.

Yard waste, oil and tyres

2300 N. Morley Street — the Street Barn — 660-269-7638.

Takes leaves and grass — empty the bags and take them home with you — and tree limbs under 6 inches around.

Used motor oil is taken free of charge if it is uncontaminated. That is worth knowing.

Tyres, for a fee: car or light truck up to 16 inch $3, over 16 inch $3.25, large truck up to 24.5 inch $8, bobcat or skid loader $7.50, rear farm tyre $35.

Household hazardous waste goes to 151 W. Outer Road, 660-269-9437 — April through October, the second Tuesday 3 to 6 p.m. and the second Saturday 9 a.m. to noon.

Electricity and gas

Ameren Missouri supplies both in Moberly. 877-426-3736. Outages: outagemap.ameren.com.

Ameren runs budget billing to level out the year, and assistance programmes worth asking about if you are behind. NECAC administers the federal energy assistance programme locally — 1903 N. Morley Street, 660-263-6595 — with crisis payments up to $800 in winter. See our help guide.

Howard Electric Cooperative serves parts of the rural county rather than Ameren — howardelectric.com. If you are outside the city, check which one you are on before you report an outage to the wrong company.

Before you dig

Call 811. Free, required by law, and it takes a few minutes. Putting a fence post through a gas line is the kind of mistake that ends badly.
