Senior services in Randolph County: meals, rides, Medicare help and every care facility

Meals, rides, in-home help, Medicare advice, utility assistance and every licensed care facility in the county — with what each one costs and who to call.

Start here: the Area Agency on Aging

Northeast Missouri Area Agency on Aging
2815 N. Baltimore, Kirksville · 660-665-4682 · Monday to Friday 8 a.m. to 4 p.m.
nemoaaa.org

Randolph County is one of 16 counties NEMO AAA serves — not Aging Best, which covers counties to the south. Executive director is Debbie Blessing.

Adult Abuse and Neglect Hotline: 1-800-392-0210. Put that in your phone.

Meals

Congregate meals — for anyone 60 or over, their spouse, and caregivers. Each senior centre sets a suggested price, but payment is not required. Contributions are encouraged. You register at the centre and fill in an annual intake form.

Home-delivered meals — for homebound people 60 and over and their spouses. Again, contributions encouraged, not required. The senior centre registers you and does a nutritional assessment. Hot, cold or frozen; cold and frozen meals go out on Fridays to cover the weekend.

Nobody is turned away for not paying. That is worth saying plainly, because people assume otherwise and go without.

In-home services

For people 60 and over: basic household chores including laundry, meal preparation, shopping for personal items, and personal care. A referral triggers a home visit to assess need and eligibility. Availability is limited and depends on funding and staffing — call early rather than when it becomes urgent.

The senior centres

Senior Americans Multipurpose Center, Moberly — 660-263-5468. A United Way funded agency. Home-delivered meals, congregate meals, tax preparation help, activities, and warming and cooling centres in extreme weather.

Higbee Senior & Community Center — also a United Way funded agency, in Higbee.

Neither centre has a website, and their meal times are not published anywhere we could find. Call 660-263-5468 before you turn up. There are more meal sites in the county than these two — the health department inspected 24 senior centre kitchens in 2025.

Getting a ride

OATS Transit, Randolph County — 660-415-0901 or 800-654-6287. Reservations taken 7 a.m. to 4 p.m.; next-day service must be booked by 1 p.m.

In Moberly — Monday to Friday within the city limits, $2 one way.
County into Moberly — Wednesdays only, $3 one way.
To Columbia — Tuesdays only, appointments 10 a.m. to 2 p.m., $10 round trip, plus $1 per stop en route. Pick-up at Clark, five miles east of Highway 63 at New Hope Church, and at Moberly, at the junction of 63 and 24 by the Break Time.

The detail that strands people: drivers do not take money on the bus. You have to put funds on your account in advance — minimum $10 — by phone, card or mailed cheque.

People 60 and over and people with disabilities ride under the Area Agency on Aging contract for a minimum donation. But OATS is open to anyone, regardless of age, income, disability, race, gender, religion or national origin — it is not a seniors-only service.

Medicare help — free, unbiased, sells nothing

Missouri SHIP — 1-800-390-3330. This is what used to be called CLAIM. Free, confidential Medicare counselling from trained volunteers. It is not an insurance company. It sells nothing and charges nothing.

The health department partners with them for appointments — but note the health department does not process Medicare applications itself.

If you are being called by someone selling a Medicare Advantage plan, call SHIP first and ask them about it.

Help with the heating bill

NECAC delivers energy assistance in Randolph County. Service centre: 1903 N. Morley Street, Moberly · 660-263-6595.

Energy Assistance is a one-time payment made to the utility company to offset your main heating or cooling bill. Application season runs October to May.

Energy Crisis Intervention is for when you are facing disconnection or running out of fuel. Up to $800 in winter (November to May); up to $300 in summer (June to September).

NECAC also administers Dollar More, Dollar Help, Round-Up, Liberty Community Funds and United Way assistance. Apply at mydss.mo.gov, or call 573-324-0120; application status is 573-564-4002.

SNAP and food assistance

Moberly Resource Center, Family Support Division
1317 East Highway 24, Suite 16, Moberly
Open 8 a.m. to 5 p.m. Monday, Tuesday, Thursday and Friday; 9 a.m. to 5 p.m. Wednesday. Appointments honoured, walk-ins accepted, and there is a drop box weekdays.
FSD Information Center: 855-373-4636. Automated line 800-392-1261.

A correction worth noting: the county clerk’s resource page still lists Family Support at 1715-B S. Morley. Missouri’s own current data puts it at 1317 E. Highway 24. Use the newer address.

The health department offers SNAP application assistance if the form defeats you — 660-263-6643.

Food pantries and free meals are in our help guide.

What it costs, where it is published

Most facilities do not publish prices. Ravenwood Terrace does, which makes it a useful benchmark for the others:

Independent living, a one-bed duplex at 590 square feet — $1,250 a month
Assisted living, a 244 square foot studio, private or semi-private — $4,200 a month
Memory care — $5,910 a month

Assisted living and memory care there are described as all-inclusive with no hidden fees. The campus also runs therapy, home health, adult daylight, hospice and respite, has a salon, secure patios and scheduled transport, and is pet friendly.

North Village Park, the largest, does 24-hour nursing, dialysis, IV therapy, hospice, wound care, psychiatric care, respite and tube feeding, with physical, occupational, speech and cognitive therapy. It takes hospice, Medicare, Medicaid, private insurance and private pay, and accepts referrals for adults 18 and over with a mental illness plus a primary medical diagnosis — a placement that is hard to find anywhere.

Before you choose, ask for the current state inspection report. Missouri publishes them and any facility should hand you theirs.
